As the development of the national economy and the enhancement of our daily life, power consumers were stricter in the requirement of the power quality. Yet a growing number of the wavy high power loads made the voltage fluctuate and influenced the power quality heavily. The key index that could establish the severity of voltage is flicker. Nevertheless the apparatus on hand to detect flicker is made consult and follow the apparatus of Japan, which didn't conform to the condition of our country. Being deeply study the principle of flicker and consult the block diagram IEC recommended detecting flicker, we put forward a new way. Proved by the simulation, our idea on the flicker detection was further verified by using virtual apparatus. Tests were also been done to prove our idea and make a comparison between the method IEC recommended. Tests proved that the modified technology can not only simplify the design of hardware structure, but also meet the demand of precision.
