As a kind of paroxysmal disaster, the occurrence of flood is unpredictable, and the lasting time is short with heavy loss. Therefore it is necessary to build a reasonable flood simulation information system. This paper built a flood simulation model with finite volume method based on hydraulics principles, and apply this model to the burst-dam flood information system of Shantou, which realized the simulation, display and analysis of flood on GIS platform using secondary development based on COM, provide rapid and visualized information for flood prevention and protection, raised the efficiency of decision making, helped the anti-flood management to meet the requirements of modern scientific management.
