The geographical information system (G1S) used in electric power utilities has become one important part of energy management systems (EMS) and distribution management systems (DMS). It's also one important task in the information construction of electrical network. With the geographic information's visualization,GIS takes one effective way to the power lines' and facilities' maintenance and management. The old two dimensional GIS has been used widely in the power systems and become more functional. But its traditional means of using symbols to express buildings and geographic environment doesn't simulate the true terrain near the power lines and electric facilities,and doesn't give the maintenance men the true information of their working surroundings.With the development of computer science and the technological advances of computer graphics and remote sensing,the technology to make three dimensional geographic information systems appears realizable and we can use 3D GIS to manage electrical network and facilities more effectively. This thesis explores the questions and technology to develop 3D GIS platform used in electric utilities,and give an example to illustrate the realization method.Also because this technology to build 3D GIS relates to a lot advanced data acquisition means,such as satellite photography and aerial photography. To help understanding,I introduce some geographic information system's elementary theory and some knowledge about photo processing and measurement.
