The Transformation Study Of System & Funcation In City Planning Management

As one of the functions of the government, Planning and Management including the Planning Manage System and Planning Management Mechanism requires transformation and reform with the economic system transition from Planning Economy to Marketing Economy and the continuous development of the Socialism Marketing Economy System in our country.In this thesis, the character, feature, operation rules, governmental interference, emerging when the market is out of control, which is resulting from the limitation of the marketing regulation, and malpractice on governmental interference are analyzed. Based on the content and character of the function of City Planning Management, it illustrates the role of City Planning Management in the Marketing Economy system, and advocates that to achieve the transition of the role of City Planning Management, the structure of the City Planning Management system and its Mechanism must be reformed. It demonstrates the maturity of structure of the City Planning Management system, adequacy in human resource, the professionalism of the personnel. Integration of the law system, authorization of the system which protects the system, and the healthiness of the function etc. overseas and in the city of Hongkong and Tainwan in China by analyzing their City Planning Management structure and mechanism. With reference to the comment practice and the one worth of adopting from, it provides some recommendation on the our City Planning Management System and its structure setting. and states changeovers for the function of City planning management should be taken under the Marketing Economy System in China.Finally,referring to the advantaged experience of city planning management system come from other nations and the case according to ChongQing's city planning management ,this thesis points out that the system of city planning management in our country should reinforce the control from the centre government ,as well as modify the management at province & city 's level base on concernd laws .On the other hand ,this thesis also emphasizes the funtction of city planning management should be modified as follow aspects :Service ,Judgement, Audit .
