The resource-based cities in China have played en important planes in the socialist economic construction. But with the resources exploiting,now many resource-based cities are faced with the big problem, which is that resources failure. And at this time, with the world is experiencing a climate change whose main feature is warming, which has become the crisis and challenges of the world. China is also facing the pressure, which reduces greenhouse gas emission and global warming. Under the background of low-carbon, the low-carbon development as a tocsin, especially for the transformation of the resource-based cities. Therefore, it must be some academic and application value if we combined with global wanning and development urban social economic. This paper, the author constructing the resource-based cities four development mode for low carbon transformation according to the related theory of resources city transformation principle, which provides the reference.According to the low carbon cities theory and the transformation of the resources city related theory, from four aspects of regional status, urban development, and transportation systems, industrial structure, put forward countermeasures for the resource-based city in the process of transformation of the city. The paper provide reference basis for transformation of the resource-based city in the context of low carbon. This paper introduces the general situation of Fushun city from the regional status, urban layout situation resources situation and industry conditions. Summarizes the existing problems of Fushun city, and put forward some countermeasures for Fushun city, which help it transform succeed.This study hope to provide a new development direction for the transformation of the resource-based cities in China.
