At present, multi-electric parameters measurement instruments have a far-ranging application in our industry, and many research departments and companies in domestic have developed them. But instruments of this kind are only subject to 50Hz or so because of the limitation of measurement methods and technique. However, it is very necessary for electrical railway, electrical arc smelt, inductive heating, aviation section and ship section and so on to introduce multi-parameters electrical measurement instruments with wide frequency. This can realize accuracy measurement and correct evaluation of electrical energy consumption and ensure proper production and energy saving. So, it has very wide applied fields and very important theoretic meaning to study, design and develop audio-frequency measurement technique to measure audio-frequency electric parameters.This paper analyzes, compares and studies several main methods of electrical-parameter measurement, then points out their advantages and disadvantages. After thorough theoretical study, careful circuit design and all-around experimental measurement, some results have been obtained. 1) Setup the mathematic model of electric parameters, study and bring forward a neural network scheme with parallel TRMS neurons which can realize fast and accuracy measurement and expansion of signal frequency; 2) design and realize hardware circuits and software program used for electrical signal measurement according to neural network of parallel TRMS, and has debugged circuits and software; 3) study error of electrical parameters measurement realized by certain neural network, and put forward a simple error calibration method that can effectively realize the calibration of instrument system error. This instrument has been tested in National Institute of Metrology P. R. China after developed. The accuracy of power is 0.5% over the range (45~1kHz, subject to voltage and current range). The accuracy of voltage and current is 0.2% over the range (45~5kHz, 0~600V, 0~20A, respectively).
