With the process of the urbanization and the implementation of the policy "Small town, Great strategy", the small cities and towns in China have been quickly developed, which has formed the regional small cities in the Southeast China. In the regional small cities, most towns established an independent system to dispose their MSW, which brought about many problems, such as unreasonable layout, repeated construction of facilities, waste of capitals, and serious pollution. So the optimazation of the management of MSW from small cities is necessary.In fact, the formation of the regional small cities brought the good opportunities to the MSW management and disposal in the region. The cities is close to each other, with similar natural and social conditions and convenient transportation. The key to better MSW management is to break the administrational boundary and utilize the natural resources, economic and technical conditions in the region to achieve the sustainable development.The dissertation firstly put forword the concept and distribution of the regional small cities. The small cities in the dissertation is pointed to those that the amount of non-agricultural people is less than 200 thousand. And the regional small cities is located in the developed region, with convenient transportation, and closed relation with each other. To better the planning and management, the dissertation confined the reginonal small cities to the administration of big cities, and analyzed the characters of the group. The data of Remote Sensing and GIS software were used in the analysis to show the status.Foshan City of Guangdong Province and Chengdu City of Sichuan Province were taken as examples to describe the managerial status of MSW from the regional small cities, and found the problems existed in the MSW management and disposal. Based on the analysis above, the dissertation established the technical methods adapted to the regional small cities, whose flow includes the investigation and analysis of basic data, the partition of cities' clusters, the identification of transfer facilities, the selection of disposal technology and facilities, the optimization of the managerial scenarios, and the confirmation of the final scenario. Firstly, the clusters of regional cities and towns are decided according to the spatial relationship among the cities, and transfer facilities of MSW are selected in the clusters; secondly, MSW treatment and disposal facilities are decided by the consideration of the techniques, locations and costs; thirdly, the distribution of MSW in the region will be calculated, and the disposal amount and costs of every facilities (including existing and planned) will be identified, to minimize the total cost of the whole system.The dissertation applied the above technical methods to the MSW management in the regional small cities of Foshan City. According to the detailed investigation of the local areas, the clusters of cities and towns, the transfer facilities and the treatment and disposal facilities were decided, and the optimum calculation was done according to the planning years, 2006, 2010 and 2020. There were 15 clusters in the Foshan cities, and in ten of them the transfer stations were planning to construct; 5 disposal facilities were selected to construct in the region, too. The flow of the waste was calculated and all the waste were well disposed. At the same time, the cost is the least. By the comparison, the optimum scenario is more economical than the original scenario in the costs of transportation and facilities construction and operations, which showed that the technical methods had got the expected results.In conclusion, the dissertation has established the managerial mode used in the periurban areas, got good results in the case study, and provided systematical theories and methods to solve the MSW problems in periurban areas.
