The mathematical model of optimal reactive power planning for urban power networks has been established in this paper. Simulated Annealing Algorithm is employed, based on the power flow algorithm that suitable to distribution network .The results of IEEE14 system and a practical distribution system demonstrate the effectiveness and practicability of the proposed method.Further more this paper presents the method to calculate the optimal reactive compensation of low voltage distribution system. According to the daily load curve of distribution system and by use of improved remembrance-guided simulated annealing scheme, an optimal distribution capacitor switching strategy based on the three phase power flow calculation is proposed in which the imbalance situation of distribution system is accounted, and with this strategy the optimal capacitor switching phase by phase is implemented. At the same time, the restraint of actual switching times of the capacitor and transformer is considered.The theoretical and actual meaning of the presented algorithm is showed by the results of 30bus distribution system.
