The hydraulic turbine governor's quality and reliability affect the hydraulic turbine power set and the power system's safe work and electrical quality, so the hydraulic turbine governor with good performance and high reliability is still an important problem. Recently, the high pressure electro-hydraulic follower with normal hydraulic component has vigorously developed ,which has been widely applied to the middle and small governor for their simple structure, reliable performance and low price. For the shortcoming of electro-hydraulic proportion valve, such as complicated control mode, bad antistain and complex system structure, a electro-hydraulic follower with high speed on-off valve is proposed , which has been applied to middle and small governors, and a PCC based high speed on-off valve driven governor for hydraulic turbine is developed.A hydraulic system with ingenious and compact structure is developed based high speed on-off valve. Its' control loop has two high speed on-off valves and a switch valve.The two on-off valves control the hydraulic cylinder motion, the valve's manual button supply a method of manual handle.The switch valve is employed on urgency brake.The control method PWM of the high speed on-off valve have been exhaustively discussed, and the on-off valve's on-off control method has been proposed. The two control methods are simulated in MATLAB simulink to prove that the two methods have similar control performance.The system structure, control algorithm, PCC control hardware and the software have been detailed expounded. The result of static characteristic test and disturbance test on follower system in factory demonstrates that this system has excellent static and dynamic performance.
