At the turning of the century, the Guiyang municipal government decides to develop a new city district called Jingyang, which is regarded a critical measure to promote economy of Guiyang to a higher level in the new century. During the process of planning the new district Our institution decides to apply three dimension animator technology to the field of city planning so that the public can be attracted to take part in . The fact that citizens actively attend the process of city planning brings about some advantages. It helps the plan reflect the will of citizens more and represent the public profit. It is also beneficial for improving the quality of the plan. At first, we get the DEM data about 37 square kilometers of the Jingyang New District . The data's technical standards are as follows: The scale is 1:10000. The elevation data are precise enough to a centimeter. These data are recorded every 10 meter in horizontal and vertical directions respectively Then we edit the Digital. Orthophoto Map about the Jingyang New District and attach these maps to the digital terrain simulated based on the DEM data. In this way , we make the computer animation about the physiognomy of the Jingyang New Distract. With the help of AutoCad and 3Dsmax software, we make 3200 building models and set up lights and materials that will be used for making animation. In order to finish this project in a certain time, we have to assign rendering tasks over a computer network, which costs us more energy but helps finish the tasks more efficiently. At last, ni computer we make a virtual city according to the planning drawing of the new distract. This virtual city can replace traditional planning drawing to help designer communicate with the publics and perfect the plan according to subsequent feedback from the publics. At the last section of the paper , we mainly predict the prospect about the combination of city planning and computer technology. In future, the virtual reality technology would be applied in the field of urban design. It can simulate the building or natural environment. Integration of Geography Information System and virtual reality for representing geospatial information within geospatial virtual environment, it will may come into being a decision-making system and bring a new approach to urban planning.
