After more than one hundred years development, the electric power system are still interconnecting and enlarging. Power energy becomes necessaries. Voltage quality is one of the most important indexes in power systems. It is of significant effect to the power supply and users security. With social and economic development in our country, the power energy amount is enlarging rapidly. The composition and feature of power loads are changing constantly. So that, it is need to research the reactive power and voltage management in depth, which is a systematic engineering to ensure the voltage quality. Combing theory with practice, the deep research for voltage management and reactive power compensation are presented in this thesis.Form the basic reactive power and voltage states, general operating conditions of Jinan power system are presented by full and accurate data. After the reactive power equivalence analysis in voltage levers and power distribution areas, the main problems of reactive power and voltage are given in Jinan power system. Some of them are unreasonable network structure, capacitance reactive power of power lines, lage load change ranges, lack of reactive power compensation and voltage regulation. Based on the very engineering practice and closely considering current technology, 11 measures are presented for solving the reactive power and voltage problems in Jinan power system. They are paying attention to the reactive power planning, building the reactive power management network, enforcing the power transmission network, keeping the voltage regulating equipments in good condition, improving the distribution network, adding reactive power compensation and voltage regulation devices, paying attention to voltage measurement, local reactive power compensation for large user, enforcing harmonic management and keeping high available rate of capacitors.The aim to improve voltage profiles and reduce active power loss, an optimal voltage regulation method is proposed by transformer tap-changers and shunt capacitors in the middle-low voltage distribution network. The heaviest and the lightest load operating conditions are used in the optimization process for wide range of load variation. The combinational problem is solved by a tabu search technology. The simulation results of a practical network show that the method is effective in improving the voltage profiles.
