Along with the popularity of the optical fiber communication used in power system, the Optical Fiber Monitoring System, has been put forward to new requirement and challenge. In this paper, it has been discussed the structure and composition of the Optical Fiber Monitoring System, analyzed its realization method and solving mechanism in power ring network, and mostly analyzed the development and design of systematic software part. According to software engineering development process, it has been elaborated that systematic functional requirement, data flow direction and the partition of function modular, the design of database, as well as the detailed design and development of communication subsystem and GIS module in MTC subsystem. At the same time, this paper has described the design scheme that carries out the optical cable fault analysis and location based on OTDR test principle. Compared with congener product, this system has the good expands ability of software and hardware, perfect GIS function and communication function, and importantly, has good applicable value and commercial value. For development and application of optical fiber online monitoring system has good guidance meaning.
