With the rapid development of computer technology and it's compact combination with meter technology, the measuring technique gets great progress. The contemporary measuring technique enters intelligent stage. This can be reflected by: many measuring process has been realized intelligent control;the capability of data disposal of meters have been improved greatly. The data being disposed includes percent error, absolute error, max, min, virtual value, errand and standard errand etc;a single instrument has many functions and communication interfaces;computer network and virtual technology in measuring fields becomes more and more mature.People get used to doing something based on hardware, although intelligent measuring technology achieved great development. As a result, the function of software in meters is limited in many aspects. The idea that software is instrument is not performed actually. At the same time, limited by capability of up data disposal, the result of measurement is not consistent to what the theory desired. As far as web is concerned, the questions that the distance between the measuring and control instruments is still limited and the same measuring results is shared by different engineers and the question how to realize remote control are still not resolved completely.Aimed at the above problems, the paper carefully discusses the process of network meter's hardware and software design, which works mainly under working frequency (50Hz) environment and is based on ADuC812 MCU. This paper makes good use of ISP and ICE technology with some newly-come-out up and brings forward the scheme of network measuring meters. Further more, the designed system can measure other signals by simple hardware configuration and software refurbish. Through introducing special data disposing software Matlab to the data real time disposal and analysis process, it makes sense in improving measuring precision that the article introduces the special data disposal software to real time analysis and disposal of measuring instruments. It gives a new method of improving measuring precision from data disposal angle.
