| A city, with its great development potential, is a manufacturing site of important agricultural products, by products and energy sources. It sits in the middle and lower reaches of several tributaries and affected by such factors as topography and climate, it has suffered flood frequently in history, which has a bad effect on social stability .Adopting the new thought on the sustainable development of modern and urban water conservancy and based on present situations and problems, this paper not only makes an overall analysis but also puts forward feasible measures and improves the standard of preventing and harnessing flood. The main content of this study is measures of flood prevention project, measures of flood harnessing project, programme of non-project measures. In addition, this paper also analyze enconomic and environmental factors of urban flood prevention programme.The urban flood prevention programme of this City can not only improve the ability to prevent and harness flood, but also guaratee its economic development and safety of people's life and property. Meanwhile, this programme can better the water environment of the rivers in the city and has remarkable flood-preventive, environmental and social benefits.
