Every year there is a great damage caused by flood which is one of the most serious disasters in our country. It has always been the foremost content in fighting with the flood disaster for thousands of years.City is the core in development to a country or an area. With the continuous development of urbanization, the population and the social wealth highly is getting together, and as it has been set, if flood flows in city, multiplying population and economic loss will occur. There is a enormous relationship between the city flood control and the overall social stability and national economic development, so it may guarantee the sustainable development of cities by improving the basic establishment and measures in controlling flood.Binzhou economic development zone, in provincial level, is approved by people’s government of Shandong province, which has become a new engine for the economic growth and one of the most dynamic economic region. With the development of urbanizing, some of problems emerge including drainage pie network lagging, the main river in poor drainage and lacking of emergency management system.This paper introduces the actuality and experience in city flood control around the world, and analyzes the characteristics and control problems with flood, which combined with the economic development zone in Binzhou. Then, it gives some material suggestions from the aspects of engineering, administration, science and technology by absorbing the current advanced experience and successful models in domestic and foreign country, as well as putting forward the solutions in city flood controlling by considering the fact.
