The Research And Practice On The Countermeasure Of Flood Control In City

Along with the further development of social economy and the sustained proceeding of reform and opening-up, the progress of urbanization speeds up ceaselessly. City, as one certain area’s political, economical, cultural and traffic center, has dense population and concentrated wealth, which make the scale of city expand sharply; therefore, city’s ability to guard against disasters and mitigate their damages proves to be a crucial issue that city managers have to confront.The research on countermeasures to urban flood prevention and storm drainage involves every aspect of economical development and social construction. While, this thesis will thoroughly analyze the current situation of our country’s flood prevention and storm drainage, as well as its existing problems, then summarize experiences from our archaic cities’practices on flood defense, at the same, consult the excellent practices done by both domesticated and overseas modern cities’flood prevention and storm drainage plan and new tendency, and finally combine the current situation of rainwater resource utilization in cities. Based on all the research above, and taking technology, economy, society, environment and integrated utilization into consideration, along with the running-through of such integrity thoughts as sustainable development and flood prevention and storm drainage in it, this thesis will put forward new countermeasures, measures and thoughts on urban flood prevention and storm drainage under new conditions, mainly including structural measures, non-structural measures, as well as rain and flood resources utilization, etc. Meanwhile, through this countermeasure analysis and research, this thesis also discusses about how to improve urban flood prevention and storm drainage abilities, change old flood defense tragedies, ameliorate water environment in towns along rivers and urban mesoclimate, as well as play its economical, social and zoological functions, simultaneously, it also aims to probe how to make rivers become cities’ scenes in a real sense, realizing the harmonious living-together between men and water, and improve citizens’identity to their living cities, with the real sustainable development of cities. This paper mainly takes one certain central city in Yunnan province as example, and combines the local city plan and new countermeasure. This thesis also studies the standards of identifying scope of protection and flood prevention and storm drainage, and proposes concrete program’s regulation goal, benefit, train of thought and concrete program’s regulation plan, in order to reach the overall goals of "fluent and clear water, green coast and beautiful scene"...
