Water retaining gates are commonly used hydraulic structures for the allocation and utilization of water resources. The study on their constructions during the winter seasons and the inspection on construction quality are of great importance. With the Hanqiao retaining gate at the Mihe River, Shouguang City as a study case, the key constructional technologies were investigated, including the computational method for components of steel fiber concrete, constructional technologies, testing procedures, winter time construction methods for prefabricated components. The failure mechanism of water-saturated concrete in the winter construction period during the freezing and thawing cycles was investigated. The formation of cracks, especially induced by temperature fluctuations and their control were investigated. Wave reflections under low strain conditions and concrete cores were conjunctionally used to inspect the quality of construction. The wavelet and fractal technologies were used for dynamic inspection of the pile foundation. UDWT was used to record the waves at different frequencies to partition the failure frequencies, and fractal method was used for analysis. The critical value of the fractal dimension at which the failures present was determined. The factors affecting fractal dimension were briefed. A computer program was written for the quality inspections.
