Today, nonlinear analysis has become an important part of structural seismic design, among which the nonlinear static pushover analysis has attracted the attention of more and more researchs for its merits of practicality. The nonlinear static analysis has become one of nonlinear analysis tools of Chinese seismic code.Firstly, this paper to development and the present situation of static elastic-plasticity analysis method and its use and theory foundation and the scope of application of static elastic-plasticity method analysis was discussed, and introduced at present remaining in fail to solving issue of pushover method .On this foundation ,the paper was put forward that the higher mode in high layer of building influented the choosing of the effective mode in the course of the nonlinear static elastic-plasticity analysis ,aspect to the lateral load and target displacement, as well as is thinking over the irregular structure system in pushover analysis course and put forward revising the coefficient method in the influence of the second-order effect to the higher building. Finally, the paper analysed the example calculating of framed structure to high layer and the earthquake resistance ability to assess the structure to comparing mutually of range analysis method by pushover method suggested in the paper, CSM and structure motive force elasticity. By way of comparing, the method suggested in the paper was more to be close to the real function of irregular building structure system or higher building under greatly shaking to act on than other pushover's analysis method. The paper was summed up and put forward aspects to the thesis improvemented from now on.
