In recent years, with the high-speed development in aviation, our country has become one of the countries whose aviation was well developed. The development of aviation bring more and more pressure to the air traffic control. It has become very urgent to research and develop a new generation ATC system for the sustained development of aviation. Under this situation, we start our research on the new generation ATC system.As a complex distributed system, air traffic control system connect all parts which will work together by LAN. The structure of ATC system is composed for the function of air traffic control. Most of ATC system is composed of front radar process, radar data process, flight data process and man machine interface. The author has took part in the research and development of flight data process which is one of the most important modules of the ATC system. The core functions of the flight data process module are flight plan process, flight telegram transfer and process. Other functions of FDP(flight data process ) module are receiving telegram , sending telegram, process telegram automatic, process the operations of other modules and distribute informations to other users. Because of automatic data process, work efficiency, the ability of air traffic control and the safety of air traffic are enhanced.Based on the research and development of the ATC system, the researched content this paper prefered are as follow:Research of flight telegram process flow: based on the study of the standard of flight telegram operation and the standard of flight telegram transfer, we have designed and finished the FDP module which can process all kinds of telegrams automatic.Research of flight telegram assembly: in this part, we take more attention on the difference between 95's standard and 105's standard. After analysed the telegram farmat particularly, our system can assemle telegram which is accord with both 95's standard and 105's standard.Research of flight telegram storage: to meet the requirement of flight telegram strorage, we designed a multi-level storage model. This model meet the requirement well and doesn't reduce the performance of the whole system.Research of the flight route: route parsing is very important in FDP, for there will be some calculations and processes which are based on the result of route parsing. The purpose of route parsing is to transform the route into a list of route points.All the achievements described above have been applied in the new generation ATC system, which is developed with absolutely independent intellectual property.
