| China’s air transportation have been developing rapidly, air traffic flow increasesgreatly year by year. With the trasportation demand is growing, but airspace is limited,which results in increased flight delays, greatly weaken the civil aviation’s speed advantage,reduces the civil aviation’s service quality. How to improve air traffic control’s operationalefficiency, increase airspace utilization, reduce flight delays and improve civil aviation’sservice quality under the premise of ensuring the safety is an urgent problem needed to beresolved as soon as possible. In recent years,the air traffic control working report haveprovided a clear proposal to improve operation quality of Air Traffic Management system.At present, there is no matural air traffic control operation efficiency managementsystem. The air traffic control managers monitor the air traffic control operational conditionsonly through on-site inspection, meetings, reports or look up weekly, monthly, periodicallyoperation reports, all of these means possibly make information out of date and not in time,and because there is no quantitative indicators to assess the air traffic control operationefficiency,the air traffic control managers can not implement precise management onoperational efficiency. The air traffic control managers hope to know the air traffic controloperation process more accurately in order to find the balance between the operation safetyand operation efficiency to achieve sound and fast development. Therefore, assess the airtraffic control operation efficiency based on real-time operation data is of very importantsignificance.In this paper, the writer have done a lot of research and analysis on efficiencyquantization and efficiency assessment given the characteristics and present managementsituation of China’s air transportation. On the basis of air traffic control site investigation andexchange with air traffic control experts,the writer proposes the definition of air traffic controloperation efficiency, establishes model for evaluating air traffic control operation efficiencyunder China’s present civil aviation situation, raises the method for assessment of operationalefficiency based on real-time operation data,finally,completes the design and development ofthe assessment system.The main contents of this article include:(1)Establish model for assessment of air traffic control operation effciency. After deepanalysis of the characteristics of China’s air traffic control, choose some indexes which canreflect the real-time situation of the air traffic control operation process, use AHP(AnalyticalHierarchy Process) to establish hierarchy model for assessment of air traffic control operation efficiency.(2)Computing indexes. The flight operation process is divided into three stages:towercontrol, approach control and area control in order to identify in which stage the flight delayoccurs.Analyze and compute control flight numbers,flight delay and workload in three stagescombined with flight plans and radar tracks.(3)Experts assessment. Through questionnaire survey, fuzzy value set statistical method,combined with air traffic control experts assessment to determine the weight of each indexfactor.(4)The software system realization. The implementation in the efficiency assessmentsystem of air traffic control operation process was described in detail architecture,moduledesign and critical technologies.Finally,the results of the deployment and tryout in practicewere discussed. |
