Based on the key problems of flood forecast in Hunan province, hydrology models, reservoir dispatching models, computer technologies and GIS techniques were used to study natural characteristic and flood-rainstorm forming mechanism in Baiyun reservoir for developing real time flood forecast and reservoir dispatching system in Baiyun reservoir, which can be used widely and may solve actual problems of flood forecast. Flood forecast modules in this system are of functions of integrating and compiling model parameters, and finally forming a parameter file in form of the parameter Cards which can be linked to parameter database . These modules can also conduct compiling and recompiling between the parameter file and the parameter database so as to make the flood forecast system become an integrated one. The system developed in this project changed complex forecast schemes into a practical, advanced and universal system. This system provided a convenient and effective approach for Baiyun reservoir flood forecast. The system has been used in the flood forecast of many other reservoirs, and it became universal system of flood forecast and reservoir dispatching in the four rivers' and Dongting lake watersheds through integrating many hydrological and reservoir models. It realized good links with the other system, ie. the Dongting Lake hydraulics-rounting model. It was a key step towards developing real time forecast in Hurinan province.The research contents in the paper are as follows: model parameter debugging, forecast scheme design, real time flood forecast, flood dispatching of the reservoir ,and precipitation and flood information enquiry.It revealed that the flood forecast accuracy of the results obtained by applying the proposed system are improved to some extend and the lead time of forecast are obviously lengthened comparing with traditional flood forecast schemes.
