As a non-project measure that can efficiently lessen the scathe of flood disaster and reduce the damager of flood, real-time flood forecasting and dispatching is playing an even more important role in preventing flood and reducing disaster in the recent years.In the process of exploiting Dongjiang Reservoir Real-time Flood Forecasting and Dispatching Systems, the problems of parameters calibration, development of real-time flood forecasting, improving forecast accuracy, real-time flood dispatching decision, and etc, have been studied and an integrated solution scheme to real-time flood forecasting and dispatching is provided.Dongjiang Reservoir real-time flood forecasting and dispatching decision system has the following features:1. Realization of distributed inquiry and calculation which are based on Web; providing convenience for use and inquiry of real-time flood forecasting and dispatching decision software system;2. Comparatively perfect realization of Dongjiang Reservoir real-time flood forecasting; being able to correct real-time flood forecasting result efficiently; being the foundation of real-time flood dispatching;3. Real-time flood dispatching sub-system can form real-time flood dispatching schemes, and comparing schemes for user's decision.4. Graphics user interface is friendly; and very convenient to user's manipulation and backtracking.The article includes five chapters. Firstly, it introduces the development of flood forecasting and studies and technologies involved in this article. Secondly, in accordance with specific features of Dongjiang Reservoir and practical experience, it can forecast inflow of Dongjiang Reservoir based on the XinAnJiang model and the real-time adjustment model. Thirdly, Dongjiang Reservoir is a carryover storage reservoir, the storage capacity coefficient of which is 1.2, and its regulating the function is perfect, so rules of flood control, as the Dongjiang Reservoir flood controloperation model, can basically meet the reservoir's flood control needs. Finally, it introduces the design and realization of real-time flood forecasting and dispatching system in detail and it also introduces relative technologies and system exploited platform used in the software.
