Based on flood dispatching auto-monitoring system of Ankang reservoir, whichis a hydrological data telemetering system and real-time flood forecasting system, thispaper studies and develops the flood-dispatching system and perfects the flood-dispatching auto-monitoring system. The main results of this paper are as follows :(l) The design and flood data are analyzed, and the flood-dispatching measure ofAnkang reservoir and its shortages are reviewed. Based on these, the contents, aims ofthe research are put forward.(2)On the basis of analysis on the characteristics of hydro-information observationsystem and flood forecasting system, some key problems in flood operation such asdispatching period of time, decision-making method, water volume calculation of therecede section of the flood hydrograph and so on are studied.(3) The study and development of flood-dispatching simulation model. The theoryand practice of the flood dispatching on reservoirs are analyzed. In terms of thecharacteristics of the practical flood dispatching, the simulation model of flooddispatching are advanced for the first time, and its theory and resolvent are studied, atthe same time the software for the model is developed.(4) Study on flood dispatching rules model and the optimal dispatching model.The flood operation rules are worked out in terms of programming and with the aimof guiding the operation of the reservoir. According to the flood dispatching rules ofAnkang reservoir, coordinated with the open-close program of the gates, the floodoperation rules model is designed and developed, thus guiding the operation of theresefvoir.(5) The study and development of real-time flood dispatching. On the basis ofanalyzing the advantages and disadvantages of optimal operation models, someappropriate models are chosen to compose real-time flood dispatching model base,and real-time system is developed by means of advanced computer software, whichhas the function of establishing operation scheme at certain time step.(6) The study and development of flood dispatching decision support system(DSS). The simulation model, designing rules model and optimal dispatching modelare integrated in order to be selected by decision maker At the same time, many sortsof auxiliary function are provided, such as print preview inquirement, report form andso on.'(7) The example flood control applying the developed nood control systemprove that the system is scientific, rational and credible, and could be applied byAnKang reservoir. It also can be a reference for other reservoirs.
