Space Surveillance System is one of the important parts of the modern C4ISR system, and the application of Space Surveillance Information is extending from strategic operations to tactical operations. To evaluate the degree how the tactical user is supported by space surveillance Information, the measurement of Intelligence-supported effectiveness of Space Surveillance System is needed and therefore, researched in this thesis.First, considering the characteristics of Space Surveillance System, the definition of system effectiveness and the method of evaluation are summarized. Secondly, the influence of time Resolution and time-delay to system Intelligence-supported effectiveness is analyzed by Lanchester equation. Some problems, such as the difficulty to set up models and the inaccurateness of outcome, a new method to assess the Intelligence-supported effectiveness based on information needs is put forward in this thesis. This method uses the basic concept of SEA (system effectiveness analysis) regards the information coming from tactical customer as a metric, and the distance between the performance of Space Surveillance System and the information needs is calculated to be the measurement of the system effectiveness. Finally, taking a military scenario as an example, the result shows the new method's availability.
