The Study On The Institutional Environment Of Urban Planning Based On The Social Development Goals

To attain the maximum optimization of economic efficiency, social efficiency and environment efficiency is the fundamental goal of urban planning. However, at the turn-point of social development, due to the lack of related valid institution supply, the social role of urban planning has not fully worked, it can't guarantee to achieve the social development goal in the process of urban planning operation and leads to virtual "social efficiency". This paper focuses on the build-up of urban planning institutional environment from the perspective of achieving social development goal.This paper discusses the relationship between urban planning and social development from the aspect of social essential characteristics, social function mechanism, technical rationality, value rationality, institutional rationality and social development goal related to urban planning. Based on this, it analyzes the current situation that the urban planning institutional environment deviates from social development goal. It advances the build-up direction for urban planning institutional environment. This paper suggests that the social development goal related to urban planning should include social justice, social safety, public participation, high-quality of living and so on. The urban planning institutional environment should be composed of planning legal system, planning administration, planning organization and planning supervise system. Urban planning should pay more attention to the direction of social development guarantee, social development justice, value neutral and social supervise system to build up urban planning institutional environment and achieve the social development goal. At the same time, it is a necessary road for institutional innovation and institutional environment build-up for china's urban planning.
