The development of the suburban composite residential district is a new thing during the urbanization process in China. A lot of experiences and lessons have been achieved in the practical process of construction. In this paper, the solution manners for the existing questions during the suburb development are probed into through the analysis of various phenomena accompanying with the development and expansion of the city of Hangzhou and the experience acquired from the practice in an engineering item named 'Golden Phoenix Town'. Thereby, the conception of 'city developed and managed by enterprises' is deduced.The operation on several building groups with distinguishing feature is analyzed and summarized in the process of the urbanization of Hangzhou and the land development in the suburb of it. Research is conducted on several cases including commercial and resident zone of JIANG village, cultural village of LIANGZHU developed by NANDU group, TIANDU town developed by GUANGSHA group, etc. Two exploitative patterns of resident zones in the suburbs are presented. One is the real estate items in the suburbs managed by multi-developer, and the other is the real estate items in the suburbs developed by a single enterprise. How to operate the development of the composite residential district can the optimum economical and social benefits be achieved at a scope whose land is large enough to be comparable with the composite residential development.In this paper, the characteristics of the item of 'Golden Phoenix Town' on which the author has ever participated in operation are analyzed. The advance and science existing in the city exploited and managed by enterprises are presented through comprehensive thinks from design concept, item structure and operation procedure. Some fruits are obtained: (1) The composite residential development models by enterprises; (2) Comprehensive benefit on the composite resident managed by enterprises.At last, some questions arising inevitably in the process of objective operations are analyzed, and the issue of the development of the suburban composite residential district development is reviewed and considered.
