Study On The Environmental Function Division Of The Metropolitan Suburb In The Rapid Urbanization Process

The Suburb is the area between the county and city, which land use, environmental structure and function are greatly different from other areas. In recent years, with rapid expansion of the city center area and the high-speed urbanization of the county area, the suburb area developed dramatically. During the process.Though the suburb is induced by the macroscopical polices, it still takes on many inconsequence such as the land use is complex and varied, the environment function is diversified and the functional region is disordered because be absent of detail controlled planning and regulates.At the same time the eco-environment is polluted and destroyed. Therefore, eco-environment protection and control becomes the most important topics and difficult problems of the city's sustainable development.Environmental function division is the most important part of the environmental planning, which applications at the suburb can estimate the spatial differential features, estimating the coordination degree between the society-economy development and eco-environment. Combined with current situation of the eco-environment and the demands of the plans, the environmental rehabilitation and protection target is drawn in different areas, which provides the adjustment and optimize of the city's industrial structure and arrangement with scientific basis, promotes the rational development and utilization of the resource and adjusts the coordination between different function regions.This paper is based on the case of Baoshan district, which is the typical area with rapid urbanization, focusing on the main intent and important meaning that the environmental function division is applied in the high-speed urbanization area. After the summery of several cases, the main characteristic, problems and the applied trend in our county of the environmental function division is analyzed. It considers that there are many difficulties in the environmental function division researches, which including that the theories and the methods are not comprehensive, and the practices in the rapid urbanization areas are not enough. Furthermore, the relationship between the environmental function division and the ecoregion, economic regionalization, environmental zoning, environmental planning and urban planning is indicated. Based on above analysis, the theoretic and methodology of the environmental function division is designed.This paper describes the main problems and dynamics of the environmental quality, the industrial and the spatial structure and the function zones arrangement, discussing the bottlenecks problems which influent the sustainable development of Baoshan district. From that analysis, the structure and function of the social, economic and environmental system are evaluated by the application of the fuzzy massing analysis. According to above qualitative and quantitative analysis, the environmental function division of Baoshan district is formed. Eventually, the response mechanism and the controlling measures are discussed. It puts forward that the key point of the environmental function division is adopting the demand of the rapid urbanization except the ordinary theories, principle and the method.
