The Research On The New Rural Planning Of Rapid Urbanization Regions

The 21st century is a globalization and information era. In this era, the capital, the land, the labor and the technology show their energy. The urban and the country are developing at a high speed which is never happened before. Nowadays, China is facing a series of new issues like the industrial reconstruction, the function reconstruction and the scale expanding. How to make a health and sustainable new rural planning has become an urgent issue. Based on the case studies in Shenzhen, Zhuhai, Xiamen and other places, this article focuses on those rapidly urbanizing regions to discuss the problems and challenges that faced by the rural development. The research analyzes the key elements of the new rural planning in macro view, medium view and micro view to explore the aims and the path for the new rural planning strategy which is comprise of humanity, sustainability and harmony development. The new planning should focus on the harmony neighbor, compact design, walking friendly and eco-sustainable. Furthermore, the planning policy and the actions will try to achieve the win-win situations among the urban and the rural areas, the human, the society and the nature. They will provide the advices on the new rural planning and construction.The article includes seven sections. The first section introduces the background and the meaning of the new rural research and defines some relevant concepts. It also describes the research contents, the ideas, the methods and the framework. The second section analyzes the researches on the domestic and the foreign rural areas then summaries. The third section reveals the problems and the challenges in the various aspects that Chinese rural development faced. The fourth section analyzes the key elements of the new rural planning based on the Xiamen Haicang District planning practices in the different views. The fifth section points out the aims and the path of the new rural development and discusses the key points of the new rural planning. The sixth section provides a new rural planning strategy which stresses on humanity, sustainability and harmony development. Based on the above research, the seventh section gives the conclusions which provide the advices on the new rural planning and promote the healthy and harmony development of the urban and the rural areas.
