Study On Rural Land Transformation In Metropolitan Suburb And Rural Planning Under The Background Of The Urban-rural Integration

This paper takes the key problem of land of Zengcheng village planning and construction as an example, to find the village planning system in line with the characteristics of the development of metropolitan suburb.From tracing the evolution history of the metropolitan suburb village development, the thesis firstly summarizes the metropolitan suburb village characteristics and evolution laws under the influence of rapid urbanization, and focus on the the transformation of the village land use in suburb of metropolis, as with the rapid urbanization and the industrialization driving, the raral land-use has become increasingly complex and conflict. and then put forward the new concept of balancing urban and rural development from the perspective of relationship between metropolitan and suburban rural," the thesis analysis the mechanism of the related land-use on the current issues which the urual planning is difficult to be implemented. Then, based on the in-depth review of cognitive of the village planning system development, this thesis proposes a new connotation of village planning, framework the new double level model village planning system which contains the site layout planning for villages(the system) and the comprehensive planning of the village(an individual). And analyzes the construction and explains the new system model from the aspects of technical route, content system et al. under the combination of theoretical and empirical research methods, this thesis use fields surveys, bibliographic references, and the integrated use of spatial measurement instruments GIS, statistical analysis et al to calculate the village status and development potential, through theoretical study of rural planning and Zengcheng lessons learned, provide theoretical support and practical guidance for the metropolitan suburb rural planningBased on this, this thesis takes Zengcheng rural area in the metropolitan suburb as an example to explore innovation and method innovation of the rural planning and construction system. Through the analysis of historical development path, the current problems and the future development trend of Zengcheng rural area, and to explore the mechanism of the development of the relationship between urban and rural in the metropolis. On the basis of the system analysis of Zengcheng village development foundation and the characteristics of land use, analysis the mechanism of the reasons behind the development of various types of the land issue in the rural." Firstly, the village planning should be balance the interests of rural land relationship(including the interests between city and rural and the interests of internal benefits in rural) as a starting point, through the combination of control and flexible planning, to co-ordinate the allocation, to achieve village land interests balance and the spatial structure optimization." According to effects of different degree by the urbanization, the metropolitan suburb village development mode was summarized three types as the "complete city area village", "village in city transition" and "non city villages", and puts forward the different types of villages planning guidelines." Through the case study on the development of Zengcheng village planning, summarizes the key land problems of the village planning, the rural planning is unable to solve the land use control of the construction /non-construction; The rural planning of village is not clear to make the definition of the scope of space region of the different categories of land use; Particularly, the rural planning failed to give full consideration to the rural land use rights and ownership.On this basis, from the two levels of the village site layout planning and the comprehensive village planning, prposal an innovative exploration of village planning and implementation in Zengcheng." Finally, through the analysis of the nature and performance of village planning, prposal the mechanism of the village planningfrom the aspects of planning, planning method, planning content and the implementation, and puts forward the planning guide of the village space adjustment and transformation in the case of Zengcheng City suburb.
