Qujiang, as one of famous scenic spots in Chinese history, origins from Qin-Han dynasty, thrives at Sui-Tang dynasty, and is abolished in the civil war of late Tang dynasty, which lasts almost 1300 years. As one of the origins, it is the quintessence of ancient Chinese landscape and architecture works. The north plaza of big goose pagoda, renowed as the biggest matrix fountain plaza in Asia, is located in the new district of Qujiang. What north plaza to big goose pagoda and Xi'an is just what pyramids plaza to Louvre Palace and Pairs (quoted from Hancock, a contemporary arcitect and planner).Based on historical evolution and social background of Qu Jiang and Big Goose Pagoda scenic spots, the paper discusses the cause, policy-making subject, building and feedback of north plaza project through location analysis and direct and indirect statement of planning policy of Qu Jiang and to-date analysis of Big Goose Pagoda scenic spot respectively.Besides , the paper makes comparative analysis on two design plans (concept plan of Rijian designing corperation and one proposed by Xi'an urban planning and design institute), moving forward a series of analytical approaches before reaching final decision including policy-making and planning objectives, function analysis and theory analysis of plan,etc.In addition, the paper puts forth some attempt on thought process of plan's subject and assessment And, it makes further discussion on improvement of plan process through analyzing different elements and space constitution of built plaza as well as the present and adventure policy-making. Finally, the paper combines policy-making of north plaza of Big Goose Pagoda with Bell and Drum one, advancing the advantages and disadvantages of them. And, it gives suggestions on urban policy-making after comprehensively assessing the utilization of built plaza.
