For the urban subsoil supplying water distribution networks is a very expensive and complex system, it is the only way to depress the cost of the project and to ensure the safety of supplying water by scientizing the optimal design of the system. According the characters of the optimal design and the engineering, give a special mathematics model for the system. By the study of the theory on GA in the overall domain search ways of nonlinear programming,give the means to improve the algorithm-improving the way of encoding and operators(crossover and mutation). To better the GA and improve the premature convergence,combine the improved GA with simplex algorithm method-forming a better complex algorithm. Apply the complex algorithm(IGSA) to the optimal design of the urban supplying water distribution networks. Program the IGSA computer program, which can be applied to all kinds supplying water networks, by Matlab tools. The applying engineer example shows the complex algorithm has the stronger search competence and convergents rapidly in the overall domain. It also shows this algorithm has the better applying result in the supplying water networks and higher utility value in engineering practice.
