Due to strong transportation ability and economy , bulk carriers play an important role in marine transportation. But high accidents rate forms a threat to the safety of bulk carriers. According to the connotation of FSA(Formal Safety Assessment), the thesis centers on the damaged ship from the point of view of safety analysis and emergency response.In order to avoid making adverse decision to ship safety ,it is necessary to make the process of decision procedurally, scientifically, systematically for the damaged ship. First the paper analyses primary parameters of damaged ship. On the basis the principle of hydrodynamics , the paper deduces the function of velocity of water ingress, and figures out survival time. During the water ingress, build the function of draft and stability of time. As far as longitudinal strength is concerned , based on suggestion of experts and the literature , the paper build up function of section modulus with damaged extent of side shell. Finally the author develops a decision program with Visual C++ ,which makes it more quickly and more effectively.
