As the development of oil industry .Liquefied Petroleum Gas (LPG) is applied increasingly in industrial and civil area . LPG is combustible and explosive material , accidents of LPG occur sometimes in transportation and storage . This thesis studied deeply in the safe shipping at sea tor LPG carriers .Fire on ships frequently take place in voyage . Once the container is exploded in the case of fire' s high temperature , the effect is serious. Forecasting thermal response of LPG tanks under high temperature is significant for insuring safe transportation and storage of LPG .The differential equations that describes thermal response of LPG carriers are obtained according to mass conservation , energy conservation . The initial and the boundary condition for different environment are obtained by means of engineering thermodynamics and heat transfer . These form a mathematic model for simulating the thermal response process of LPG carriers . The hopscotch difference scheme is adopted to solve the transient temperature distribution of tank wall . The difference for time domain discrete is used to solve a set of ordinary differential equations which govern the temperature , density , the mass of liquid and gas region and the pressure in gas region . Combined with historical data , the formal safety assessment of transportation and storage of LPG cargo is analyzed .These will offer relevant foundation for the safe operation .Formal Safety Assessment (FSA) is applied to storage and shipping of liquefied gas carrier in the paper. After Risk source is identified by Fault Tree Analysis and Risk Rank is achieved by risk matrix, relevant risk control scheme and assessment of cost and benefit are developed. Suggestion for Decision-making is brought forward according to the assessment result.Project technology is combined with management science, method of FSA is probed into management of liquefied carrier.
