Shipping is a industry with high risk, its safety has been the focus for long time. Frequent maritime accidents and disasters have brought great threat against safety of lives and shipboard properties. However, Liquefied Petroleum Gas (LPG) carrier, compared with the other ships, has its own particularity on fire prevention, explosion prevention and pollution prevention.In recent years, with severe accidents of this type carrier continuously happened, it has greatly threaten the development of navigation transportation industry of LPG and LNG. With the lessons learned from disastrous maritime accidents, International Society further emphasizes the use of scientific management method being made to pre-control maritime accidents. Safety Evaluation, as one part of scientific management, is one of the most important methods.As one of the most important technical means in implementing safety management, the final purpose of safety evaluation is to bring forward a countermeasure to minimize the risks and prevent maritime accidents from occurring, establish strong foundation for confirming safety object of the system, constitute safety layout of the system and realize the optimized system safety. In maritime accident prevention field, Formal Safety Assessment (FSA) is a safety evaluation method recommended by IMO greatly. Its objective is to consider the various factors' of effecting safety completely and comprehensively. By risk assessment, expenses and benefits evaluation, FSA brings forward measures to control risk reasonably and effectively.The thesis studies the application of FSA on Liquefied Gas carrier's safety during shipping. By analyzing maritime statistic data, the author obtains main index in evaluating the safety of Liquefied Gas carrier, such as the conditions of carrier, transportation and personnel;At the same time, the author uses System Engineering Theory and AHP to achieve the influence degree of each index on it's safety;then sets up the mathematics modeling of multilevel comprehensive assessment, gets quantificational and qualitatively comprehensive safety evaluation. Take "FURONGYUAN" LPG carrier, Dalian port and Dalian Ocean Shipping Company as example, the author formulates the process of applying FSA as follows: According tothe five standard processes of FS A, discussing the feasibility of applying FS A theory to practice;then adopting the Forecast-Initiatively Control method to prevent potential maritime accident from happening. By this method, we can avoid risk, enhance the forecasting and alarming of safety, provide the corresponding risk-control method, charge-benefit assessment and the decision-making proposal according to the result of evaluation. Therefore the thesis has practical meaning.
