Shipping is a industry with high risk. Frequent maritime accidents and disasters have brought great threat and practical losses on safety of lives and shipboard properties. However, Liquefied Petroleum Gas(LPG) carrier, when it is compared with the other ships, has its own particularity on fire prevention, explosion prevention and pollution prevention.In recent years, with severe accidents of LPG carrier continuously happened, it has greatly threaten the development of navigation transportation industry of LPG in its healthy way. With the lessons learned from disastrous maritime accidents, the use of scientific management method being made to pre-control maritime accidents is further emphasized by International Society. Safety Evaluation, as one part of scientific management, is one of the most important method.Safety evaluation is one of the most important technical means of implementing safety management. The final purpose of safety evaluation is to bring forward a countermeasure to minimize the risks and prevent maritime accidents from occurring and establish strong foundation for confirming safety object of the system, constituting safety layout of the system and realizing the optimized system safety. In maritime accident prevention field , Formal Safety Assessment(FSA) is a method of safety evaluation greatly recommended by IMO. The objective is to consider completely and comprehensively the various factors of effecting safety. By risk assessment, expenses and benefits assessment, FSA brings forward measures to control risk reasonably and effectively.The thesis researches the application of FSA (Formal Safety Assessment) on LPG carrier cargo loading and unloading, and evaluates the ship safety. By studying and analyzing maritime statistic data and requirements of ship navigability, the author obtains main index of evaluating the safety of LNG carrier cargo loading and unloading, such as hull intensity, stability and buoyancy; At thesame time, the author uses System Engineering theory and AHP to achieve the influence degree of every index on ship safety; then set up the mathematics modeling of multilevel comprehensive assessment which can get quantificational and qualitatively comprehensive safety evaluation of cargo loading and unloading on LNG carrier. Take "FURONG" LNG carrier for example, the author formulates the process of applying FSA as follows: First, according to the five standard processes of FSA, the influence of LPG carrier loading and unloading on intensity, stability and buoyancy is evaluated; Second, the feasibility of applying FSA theory to practice is discussed; then the Forecast -Initiatively Control method to prevent potential maritime accident from happening is adopted. The method can avoid risk, enhance the forecasting and alarming of safety, provide the corresponding risk-control method and charge-benefit assessment and the decision-making proposal according to the result of evaluation. Therefore the thesis has practical meaning.
