Marine safety is the focus to which people pay close attention all the time. The scientific progress and the improvement of technology have provided a strong security to marine safety. But because of the particularity of marine traffic, we cannot avoid dangers completely and maritime accidents still happen time to time. Painful lessons of maritime accidents made the international community attention to prevent and control the maritime accidents through scientific management.With the wide application of dangerous goods in industry, marine traffic of dangerous goods also shows the growing trend. And because dangerous goods have the characteristics such as flammable, explosive, toxic, corrosive and so on, transporting such goods need higher demand in safety. So, compared with other ships, dangerous goods carrier has its own particularity on fire prevention, explosion-proof, pollution prevention, anti-leak. In recent years, every dangerous goods accident caused a very significant impact on the lives and environment. That causes people concerns to the dangerous goods transport security.Compared with traditional methods which study marine safety, Formal Safety Assessment (FSA) is a structured and systematic methodology, aimed at enhancing maritime safety, including protection of life, health, the marine environment and property, by using risk and cost/benefit assessments. After the introduction of the concept of Formal Safety Assessment (FSA) on ship to maritime sector, FSA has been more widely used in the development of safety rules, safe operation of ships and ship design.The thesis studies Formal Safety Assessment on dangerous goods carrier. First, it outlined the basic situation of dangerous goods carrier and the harm of dangerous goods, analyzed the situation of dangerous goods carrier in the PSC examination through the statistic data on annul report at Tokyo MOU. Then it introduced the concept and framework of Formal Safety Assessment, described the steps and processes of FSA in details. At last, it applied FSA to assess the dangerous goods carrier, raised risk control measures and provided the decision-making proposal to result of evaluation.
