Water resource, not only the rarest natural resources, but also the most important resources for our survival and development, is a finite resource that others can't replace. Following the population's sharp increase and the development of industry and agriculture, the uses of water resources increase sharply, which lead to the crisis of water resources since 1970s. The wasting water and the effluent from factories or the families make the water resource less and less. The shortage of water resources in Hebei province even more serious than other places in the world. How to properly harmonize the relations between water resources and environment as well as between population and economic development has become an imperative question.The experts have advanced water resources carrying capacity, which can solve the problem. The paper mainly research the water resources carrying capacity.Based on the summarization of research status quo of water resources carrying capacity (WRCC) in domestic and overseas, the paper defined water resource and WRCC. Guided by the sustainable development theory and harmonized relations between water resources and environment as well as between population and economic development, the model COIM for calculating WRCC is established by taking the "carrying population" as its index. The model is calculated by taking Hebei province as practical example, and for the maximum population in certain living level under water resource support. On the basis of the analysis and assessment of WRCC in Hebei province, the author brings forward the measures to enhance the WRCC in Hebei.The paper can be divided into the parts as follow:①The research status quo and development trend of WRCC. The paper mostly presents water resources and WRCC history and the development process about its concepts. Then the author defined the concept of water resources and WRCC.②Calculational methods for WRCC. Firstly, WRCC correlative theories are expounded and mathematical models of WRCC are established. Then, appraisal index system and classification system are introduced.③Calculation for actual WRCC of Hebei .The paper gives the regions to study, makes the index for the calculating.④The analytical result of WRCC in Hebei province. Evaluates the WRCC's types and analyzes the WRCC in each area .⑤The measures to enhancing the WRCC in Hebei province. The WRCC of Hebei province is overload. Aiming at the actual circs for WRCC in Hebei province, the author brings forward the measures to settle the question in Hebei province. The intention of the paper is analyzing and estimating the WRCC of Hebei province impersonally and giving a reference for the water resource administrant departments, for the perfect harmony of social and the population.
