| The construction of the freeway has played an enormous driving role in accelerating economic cooperation among areas. For the lack of investment on environmental protection, serious environmental impact has been caused, especially the impact by noise during the operation period. As to the noise reduction project, noise barrier is recognized as an effective measure at home and abroad. But it is a complicated project involving multi-subject, and up to now, there is no specific regulation about noise barrier, i.e. the subsidiary building of the freeway construction, no feasible supervision regulation and method about noise barrier construction. What's worse, the number and stuff of environmental supervision engineer are at low level, and environmental supervision work of the subsidiary building of the freeway in most provinces is conducted by freeway construction engineers temporarily, which causes environmental supervision work confused, and stayed at low level. It is urgent to explore systemic and feasible supervision specifications to supervise standardized construction, to assure excellent quality of finishing noise barrier construction, to ensure rational investment and engineering schedule of noise barrier, so as to, make viewpoint and request of initial design realize satisfactorily, insure sound surroundings quality at sensitive sites along freeway during operation period, and do all we can to realize the freeway construction tenet, namely, high quality, ecological conservation, environmental-friendly, and making freeway green.Based on the construction of the "Xiagan-Xiangfan" freeway, by combing theoretical knowledge with practice, the thesis explores systemic specifications for freeway noise barrier construction in supervising content and procedure.As a whole, in order to add environmental supervision to engineering supervision, this thesis puts forward that noise barrier supervision should go by the principles of freeway engineering supervision and hold its feature. It is divided into three phases: construction preparation period, construction period, and defective obligation period; also includes three aspects: quality, pace and expense. This thesis sorts noise barrier by construction type, including installation, building, and injectionat first. Afterwards, determines qualitatively noise barrier construction as affiliated engineering of freeway, studies the supervision points and divides noise barrier into subentry, subsection and unit; thirdly, on quality supervision, it discusses programs, priority points, tables, and quality assessment, according to the subentry; fourthly, pace and expense supervision of noise barrier construction and freeway engineering are carried through together, simply to improve related tables and their points ; fifthly, states the supervision work content during defective obligation phase. Finally, it makes special theoretical proof of possible difficulty or problems of supervision of noise barrier construction.This research is of rather innovative and practical. It will fill up the blank of noise barrier supervision at home and abroad, and add a new canto for other freeway engineering supervision. |
