National revenue department has been lacking of effective management on coal-mining industry for a long time. Most of coal mines spread in remote hills, where the transportation is extremely inconvenient. In order to transport coal mine to every part of the country, it is necessary to use trolley to convey coal to big coalers by coal-heavers. But there are always no supervisors in the whole process of conveying because of the limitation of environment and so on, so coal-heavers can easily possess themselves of trolleys of coal, and administration can also make false reports. Therefore, big gap between real excavating amount and recording amount exists, which brings prodigious embarrassments to taxman, for they can't get the exact excavating amount. The vacancy in the management during coal conveying increases the possibility of tax dodging and evasion, which causes losses to the state economy. Since exact measurement is the precondition of coal tax collecting, a kind of intelligent weighing apparatus that is fixed under the tramroad through which a trolley must pass, and can weighing the trolley automatically is waiting to be developed urgently.The intelligent weighing apparatus with IC card interface designed in this paper is a special tramroad weighing apparatus in miniature. Employing this kind of apparatus can solve the problem of coal losses during the way of conveying. By weighing every passing trolley automatically, the level of intendance and management can be enhanced greatly. Further more, this weighing system use IC card to realize data traffic, so it introduces a convenient and applicable interface. Only with the help of an IC card reading apparatus, this weighing apparatus can communicate with any personal computer conveniently without electrical leads, which represents the developing direction of modern apparatus, and make the apparatus meet the requirement of information ages.In this weighing system, hardware design and software design are both involved. Hardware part concludes the circuit diagram designing and PCB plate making. It mainly deals with the design of circuit diagram and realization for analog voltage compare, A/D conversion, single chip controlling, memorizer extending, system clock, LED displaying, IC card writing, automatic power switching and voltage protection for batteries during electricizing.The software part of this intelligent weighing apparatus are aiming at realizing the following functions using assemble language, namely, A/D conversion, float data operation, data filtering, weighting displaying, day-balance for weighting data, month-balance for weighting data, time displaying, data transfer with IC card and so on. At last, IC card reading and data management are carried out in personal computer using Delphi language.
