The nation's civil aviation turnovers have been growing dramatically in the last decades. The reliability of the air traffic control system is the key to keep rapid growth of the nations' civil aviation transportation. The current under developed air traffic control system has become the bottleneck that limits the growth of the nation's civil aviation transportation. Researching the factors concerning air traffic control system safety, fixing the problems, would provide the important theory basis to ensure flight safety and optimize air traffic control system. Because of the hugeness , complexes and the bright Chinese characteristic of the nation's civil aviation air traffic control system, which concerning the person, the machine, and the related environment, we still have not got any suitable effective methods to research the whole system.In the past decades, we seldom adopted any special steps or measures to promote the safety standards of the nations civil aviation system in the original design phase. Therefore, we are in a very passive situation to keep safe operation. Once an accident occurs, it is a disaster to our system. Traditionally, we only investigate the accident to find out the reason to cause the disaster, and then, create some rules or standards to prevent that happen again. For this kind of processing, we call it "the traditional safety". This concept has played a very important role in past decades. But things are changing. By fast development of modern civil aviation transportation, more and more civil aviation accidents occur because of lacking the early period effective system plan and the accident prevention management. They created heavy losses, and slowed down the civil aviation development.Along with the rapid development of the aeronautical science technology, especially in recent years, the appearance and the utilization of systems engineering, "the system security" concept appears. "The system security" has the following characteristics: "entire process", "the system", "the accident processes" and "the recognition - analysis - control" of the harm. The target is to pay more attention in the early phases before actual running of the system, to guarantee the system is designed to a safe level which can be accepted during the design phase. The concept requires the system could recognize, analyze, andevaluate the system and the harms to the system, and eliminates these harms or control them to a level accepted, to guarantee the security of the whole system, and enable the system operates normally.In recent years, the aviation safety and security department of the nation has carried on system security appraisal and security goal management procedure. But the whole effort is still at the very beginning stage, the system security has not been accepted and used widely, the massive foundations work has not been launched yet. Most of all, without doubt, the system safety hazard analysis method research drops behind badly, and in the processes of the system safety engineering application, the system safety analysis and the appraisal model method is the most essential part. By the idea renewal and the mentality transformation, we are basically still at the transplant stage regarding the safety method research. Nowadays, the most successful model in this field is "the accident tree analysis method", which has been used along with the security check. It has been used in the nation's industry sector, For example mine, fire prevention, biochemistry etc. But the application of this method used in the civil aviation field is still at the very beginning. In this thesis, those methods in the aviation safety system has been used. Several overseas advanced methods and models has been analyzed and compared, and modified according with the nation's rules and regulations in the civil aviation safety fields. And then, the Chinese civil aviation air traffic control system the safe analysis theory has been brought out. The theory has been proofed suitable to analyze those factors in different control posts. By the theory, we could use effective method to evaluate the air traffic control system's operation, to find out the hidden dangers in the system, and eliminates the hidden danger harming the system's security. So "human-machine-environment" which is the key element of the whole system could run smoothly and organically. It would benefit every aspect in the civil aviation field, practically improve the civil aviation operation security quality, minimize the civil aviation accident, and improve the safety level of the air traffic control units.
