With the development of the society, man' s activity scope becomes more and more wide, and becomes more and more incertitude. That brings marking and challenge to the mobile communication. Located based service is the one of the most latent service in the various extend business of mobile communication. Moreover, with the automobile market development of China, the services that automobile locating, navigation, and monitoring will be a good prospect.The paper discusses the automobile locating, and monitoring system based of the integration of GPRS, GPS and GIS. The system takes advantage of GPRS, which is quick, real time and wide in communication, and makes use of quick locating of the GPS equipment fixed in the automobile. GIS could show the visualized data. It realizes the real time on line of the GPRS between the mobile sector and monitoring section.The paper begins its work on the research of GPRS, GPS theorem and its research object is the automobile system of Anshan environment bureau. The system is comprised of automobile terminal unit, communication, the center server, and monitors. Automobile terminal unit locates the automobile position and sends that message to the center. The monitoring center realizes the data transmission between monitors and Automobile terminal unit. Monitors track and locate the vehicles.The paper used several techniques to complete the task. Such as, it divides the work of real-time messages sending to four part, data expressing, conjunction managing, data transacting, and database requesting. It makes use of the complete ports, thread pool, windows socket realizing the communication in the system, dynamic conjunction in responding of the request, separately event transacting, database realizing the conservation and query of automobile trail, TCP protocol of economical model realizing the control of the GPRS data, etc.The paper has five chapters. Firstly, the paper introduces background and situation of this thesis. Then it illustrates the key techniques and expound the theorems and functions of three sectors the server, monitors and vehicle part. Then it demonstrates the experiment outcome, summarizes this paper and makes the prospect.
