With the rapid development in microelectronics, telecommunications, and computer science, new surveillance technology and products are presented quickly and continuously in the ITS (Intelligence Transport Systems) field. Traditional surveillance methods can not meet the increasing requirements of the ITS market any more. In the near future, it is the main trends that the surveillance systems become more digital, miniature, and intelligent. In this paper, we present a new scheme that names imaging snapshot system of traffic violation, which includes some imaging snapshot systems that based on x86-structure and Linux operation system as the front-end and a database server as the back-end. A new vehicle detect system has been designed, which can work more stable than before. For adopting the Linux 2.6.8 and the producer of the imaging card only provides the driver on the Linux 2.4, the driver of imaging card has been needed to code ourselves, which fully utilizes the V4L2(Video for Linux 2) that is a new kernel interfaces for video card. The application software is written in the multi-thread mode in the parts of front-end. Every function block is as a separated child thread, which share a public data buffer. The Linux Operating System can be stored in some small and stable storage devices. Between the front-end and back-end, a communication component is created, which bases on TCP/IP through Ethernet. This component is written by the Socket API, and it can transfers data between the Linux and Windows. The back-end system is coded by C++ on the Windows, which use the Oracle 9i as the data base server. A summary is given at the end of the thesis, and problems to be further improved or continuously researched are discussed. The system structure and design method of Video Snapshot System of Traffic Violation is discussed in this thesis, and implementation is given. It can be a good reference in the research of the similar field.
