This paper taking Yi Shu Si basin as an example, studies the application of improved Xinanjiang model and the P~Pa~R empirical flood forecasting model in the real-time flood forecasting and regulation.The improved Xinanjiang model is improved based on the Xinanjiang model. The improved model increases the excess infiltration runoff on the impervious areas. One part of the runoff is overflow through the regulation of the mobile water impounding reservoir with the excess saturation runoff of the saturated zone. The other is assumed to enter the main channel in the sub-basin directly.This paper studied the rule of runoff and concentration of Yi Shu Si basin with the P~Pa~R empirical flood forecasting model. In the practice, " the flood forecasting and regulation system of Yushusi basin" is studied. With the aid of the modem computer technique and database technique, this system combined the flood forecasting model with the flood regulation model. According to the actual demand of flood control, the system simulates and generalizes the procedure of flood control.The result of " The Hood Forecasting and Regulation System of Yi Shu Si Basin" indicates that the modle's application to Yi Shu Si basin is feasible,it's significative to flood prevention and fight a drought ,the water's reasonable utilization and protection ,water conservancy construction and people's life, management .industry and agriculture produce and pelple's life synchronously,it has positive guidance function for flood forcast in the semi-humid,semi-arid region.
