It is essential that the water resource system programming which include regional water supply,polluted water disposal and reused water systerm must be put forward in order to alleviate the lack of water resources,lower the water pollution and slove water pollution problem.The systerm is propitious to safeguard people's health,promote the economic and protect the environment.In short,it has benefits to economic,society and environment,etc. This paper thoroughly expounds the elements of regional water resource systerm,synthetically considers regional water supply polluted water disposal and reused water systerm,analyzes the coordination and the supervision of each system and elements.Then expounds the problem of regional water resources systerm and find out the relation and condition of these systerms and elements.Finally the multi-objective optimizing model's objects and restrictions are ascertained. The cost model of regional water resource systerm is established by analyzing and projecting a plenty of datum about each part and using curve fitting compaction method.Then starting with the operation cost per year,total water shortage quantity,main pollutant content exhausted in the environment,the multi-objective optimizing model of regional water resource system established, which object function is maximum objective of integrated benefit of society,economy and environment,the restriction of water quantity and water quality. Genetic Arithmetic is uesing in the optimal model,and it's characteristic,principle and approach are analyzed thoroughly.The Genetic Arithmetic for solving multi-objective optimizing model of regional water resource systerm is set up. Taking one region as an example,a multi-objective optimizing model of regional water resource systerm is established.By using the Genetic Arithmetic for solving the systerm programming,the results and decision scheme with good economic,society and environment returns are accomplished.This proved that the multi-objective optimizing model of regional water resource systerm is practicable and scientific.
