In recent years, the electric power industries in China have been undergoing massive chages to introduce competition into electric power system. Much effort has been made to restructure the tradition monopoly power industry with objectives of introducing fair competition and improving economic efficiency. The creation of mechanisms for power suppliers to openly trade electricity is at the core of this change. Meanwhile, effective and fair competition among electric power utilities should attain optimal allocation of social resource and obtain maximum social welfare.In this developing background of electric power industries, the researching of Assitant"Decision Supporting System"(DSS for short ) for electric power utility is a new and hot subject, which has a multi-characteristic of front line, aging, apply and polularizing,and decides the urgence, feasibility and necessity of this writing.In this research, according to the applying demand of Assitant DSS for electricity hydropower bidding, we discuss the background, objective and principle of the DSS development in view of systems engineering, and a general system design that has a rational functional structure is proposed. Subsequently, the friendly man-machine interface and the system database have been designed.In addition, the functional structure design and man-machine interface design which is a researching focal point of this paper has been deeply studied and realized. Finally, the design of database table which includes the absolute part of system datum in view of the principle of database's design enhance thepratical value of this system.
