The ground resource is insufficient in China, especially in eastern area, and the price of ground is very high in these cities. But the broad continental shelf of eastern sea area brings abundant estuary intertribal resource, which makes the reclamation more and more popular in these years. With the rise of ground price and the improvement of project technology, the reclamation is being a new industry, which is used for increasing city area.The reclamation project is a high risk project because of the large construction scale and the high investment. There are risks not only from natural condition but from the technology, finance and construction management. So the risk management is very important to the success of the project. The project of reclamation could be divided into border dike and hydraulic fill, which needs special construction technics.This paper adopts Analytic Hierarchy Process (AHP) to analyses the risk sources of the project, and uses inquiry method to evaluate the risk, and then brings the countermeasure for risk management. And this paper chooses the construction of Shanghai Seaport New Town as the case to study the risk management through the construction of the whole project, including the hydraulic fill, border dike, dragon-mouth enclosing and un-uniform settlement. Through this study, it is hoped to be useful for the reclamation project construction and supplies some reference for the insurance agent.Finally, it supplies some suggestions for the further study of the risk management of reclamation project.
