| According to the theme of "better city, better life", 2010 Shanghai World Expo establishes its key concept of "harmonious city". To guiding the practice of 2010 EXPO development, the paper will explore the theory and methods of harmonious operation for EXPO and other similar large-scale construction.As background, the paper overviews large-scale construction projects development on conditions of globalization, information and market economy, Shanghai Expo organization, and the Shanghai city development strategies. The complete definition of Shanghai EXPO development operation consists of conception, contents, features, approaches, and targets. Basic studies lie in two fields. One is the theory and methods of project management, and the investment and financing of large-scale construction. The other is the successive experience of EXPO cases.Based on the above study, the simulation of Shanghai Expo development operation inspects the situation of operational factors, such as development volume, investment volume, labor number, and the schedule of construction investment. To solve problems found in the 2010 Simulated EXPO operation process, three proposals were given. First, integration model of PM+CM mixed use development organization. Second, PRE-POST development operation. Third, Multi-channel financing.Finally, the thesis attempts to summarize the research conclusions and give some proposals to further studies.
