Project of water diversion to north of Zhejiang province is a project of interbasin water diversion , which is an important measure to adjust the spacail and temporal uneven distribution of regional water resource , to realize rational exploitation and utilization of water resource , to achieve optimized collocation of water resource , to alleviate water resource crisis of drought and half drought regions , to satisfy water demand of industry , agriculture and life . On the other hand , the project exists ineglectable affect and harm of ecosystem environment to the region of source and the water short regions , also the regions where the pipeline get through.Based on the analysis of the advantages and disadvantages of most national and international projects of interbasin water diversion and referring to some comprehensive evaluating index system on water resources sustainable utilization , water resource carrying capacity , water resource rational collocation , an index system of comprehenxive evaluation on project of water diversion to north of Zhejiang province is developed , the meaning and calculation formula of each index are presented.Then , the forecasting and evaluating methods of water quality are introduced . The pollution index number method and the related estimate model are chosed to predict the water quality of the water source regions.Finally , based on the index system and the fuzzy evaluating model , which combines the analytical hierarchy process method and the variation coefficient method to calculate the weights of each index , the most practical case of the water diversion project to north of Zhejiang province is achieved .
