South-to-North Water Diversion Project is a inter-basin project that is large-scale and strategic. Its purpose is to improve the peoples’living environment and to promote the sustainable development of economy. The water diversion project redistributes water resources according to the will of people. There is no doubt that water resources can bring people much economic and ecological benefits. While, the construction of project will inevitably change the situation of water resources system, the original ecological environment and the ecological balance. Even worse, if it can not be handled well, it may lead to serious or irreversible destruction of the environment Consequently, it will threaten the peoples’living conditions and development space. So, it is very important for people to design the water diversion project scientifically and reasonably to reduce negative influences and to maximize the comprehensive benefits. The research conclusion is of significance to the construction procedure and management of similar projects, and it is of great value to the second and the third phase of diversion project.The paper evaluates comprehensive influences by using the established models and it comes to some conclusions:in the construction period, water diversion system has a minimal negative impact on pressure subsystem and has a great deal of positive influence on response subsystem respectively, while the effects on state subsystem has experienced a process that firstly a minimum negative impact, then a minimum positive impact and then a bit more positive impact, and the positive impact has a trend to increase. During the operation period, with the increase of quantity of water transferred, the agricultural gdp, industrial gdp and population increased in different range, the storage of dirty water and hopper area decreases. With the increase of contamination rate,the agricultural gdp, industrial gdp and population decreased, the storage of dirty water and hopper area increases. From "system" point of view, with consistent increase of quantity of water transferred, the efficiency of use of water in agriculture subsystem decreases and the agriculture gdp stops increasing when quantity of water reaches a point. While, with the consistent increase of quantity of water transferred, the industrial gdp increases at nearly fixed ration, but whit the increase of contamination rate of water, it decreases in large extent The population subsystem is influenced so a little bit that it is nearly unchanged. The storage of dirty water and hopper area suffers great deal that their amplitude of variation is so large.Finally, the paper gives several suggestions from aspects of project planning, resettlement, pollution control and programming of quantity of water transferred.
