The southern Jiangsu area is one of the core areas in which economy develops quickest in China. The process of local economic developing and urbanization advancement accelerating resulted in many serious problems of water. The sewage emissions which exceed controlling standard lead to the deterioration of water quality. Unreasonable exploitation of water resources make water waste and water shortage coexist. Urban construction process undermines connectivity of the water system, which makes reduction of water surface and riverway siltation. All these changes result that flood storage capacity is inadequate and local flood risk increases. Though there are many sorts of planning on water environment and water resources, most of them is always separate planning which lack of harmonious consideration between different plannings. Moreover, these separate plannings ignore the multiple functions of water, which lead to repetition of water conservancy construction. Therefore the synthesis efficiency of water resources can not operate.This paper take small cities in southern Jiangsu area as the research scope, in terms of orientation from the engineering water conservation to the resources water conservation, it pays great attention to the harmonious development between human and the water, and take integrated consideration of the special plans of the water resources, the water environment -. the water ecology and the water safety , and relates to the need of southern Jiangsu cities. It has important significance for the synthesis management of the region water resources, the realization of sustainable development of economic society, and the maintenance of good living conditions. This paper has mainly studied the method of investigation and the basic appraisal method on the quantity of water resources and the quality of water resources in plain area. Based on this foundation , the paper present the reasonable plan of control, protection, saving water and the reasonable plan for water environment and water ecology protection . Considering many kinds of functions of the water body and the comprehensive benefit demand, the blue print of synthesis renovation and project construction of river system was framed, and by simulating flooding and waterlogging conditions through water producing and runoff in the programming conditions, the future flood prevention ability of the cities was checkouted and the project planning was adjusted. In the end, the mode of integrated planning was proved in integrated water resources planning of ChangShu city.
